[Sagamore Online] Added Newsletter Sign Up From PTA Homepage

Folks can now sign up for the Wildcat Newsletter from the homepage
(single field form bellow the link-to-the-current-newsletter banner). 
If someone who manages the newsletter mailing list can *test it out and
let me know if it works*, that's be great.
